Bleach it with an ounce of unscented bleach per gallon of cold water. I let mine sit overnight like this the night before using.
My buckets smell like beer but that's ok with me- I'm using them to make beer! Don't worry about it. If it's clean, and then sanitized, no worries.

i've had the same hop or even sulfur smell after a good clean. I've come to clean them with oxiclean, then soak them in it for awhile which gets rid of most if not all of the odor. After that , a soak in StarSan for a day has ALWAYS COMPLETELY gotten rid of any smell, especially from the fermenter gaskets.

Don't worry about the smell. I always like cleaning it well with oxyclean. That stuff is a must for any brewery.
