Making a Scottish 80 ale and it's my first time using steeping grains. Today I racked to the secondary and everything looks and smells good. I took a gravity reading but it looks like it's already down to about 1.009 which is lower than it's supposed to be after secondary. Is this normal? Does it just happen like that sometimes? I did have a pretty active primary fermentation for about 3 days.

The OG was 1.049, right on target, I'm just surprised it plummeted that fast.

The steeing grains are coincidental; they don't do much (or anything) for fermentables.

What's your target FG? 1.049 to 1.009 doesn't sound unusual.

The target is 1.012, so it's not too much off. It was just a surprise to me that it happened in 5 days.

You must have done a good job providing the yeast what they need. They rewarded you with a speedy ferment and solid attenuation. Nice work...
