Add more yeast to lager ?

Hi guys i started brewing a lager about 5 weeks ago. i added 1 sachet of S23 yeast to the wort and cooled it to 13degrees celcius in the beer fridge.

The SG has dropped from 1040 to 1032 and has stayed there for the last 3 weeks. There is still some froth around the top but no bubbles in the airlock etc.

Should i add a sachet of dry yeast to the wort now directly at 13 degrees celcius and try to make the SG drop?

Ideally it should be around 1014 or so right?

When it gets to there i will rack to a secondary and lager it for 6 weeks or so.

Any advice?
