made my first yeast starter today for a Belgian triple I'm gonna brew and when I came home tonight and shook it it looks like its carbonated. is this suppose to happen and yes it is sealed with tinfoil and no it's not on a stir plate. thanks

I'm assuming you mean fermenting, not carbonated. To be carbonated it would have to be under pressure. If your seeing bubbles that is an active ferment going, the yeast are multiplying, and consuming the fermentable's in the starter. I should be ready to "pitch" pretty soon. I also assume you will be brewing tomorrow :D

thanks was worried. it only looks carbonated when u swirl it. yep I'm planning on brewing tomorrow that is if I get all my honey do's done.

Yeast make CO2 when they eat up the mini-wort mixture you made, therefore bubbles. This is both normal, and good.
