Help! Preboil gravity before or after sugar?

I'm brewing a Saison right now. The recipe calls for adding 1# sugar. Should I take the preboil gravity reading (and correct if necessary) before adding the sugar or after?
 
Not sure if this is the way to go or not. But I took it before, then adjusted my recipe to cut out the sugar. That way I could figure out my efficiency with just my grains, no sugar.
 
The sugar appears to be an additive to ramp up the alcohol. My gravity now (pre-sugar) is way below what the recipe's pre-boil gravity says to expect.
