Mini-keg priming

I have read that people are using 1 tablespoon of priming sugar to prime the mini-kegs, but no one indicates how much water they are mixing the sugar with and boiling? Are you supposed to just dump the sugar in the mini keg and than transfer the beer or boil some water with the 1 tablespoon of sugar? Does anyone know the answer to this?
 
My estimate would be 2 tablespoons of water, which is enough to dissolve it.
