If you poke around enough on this site, you'll find dry hopping times are very subjective. Some put hops in their kegs to continually dry hop their beer throughout its existence. Personally, I've dry hopped with summit for 2 weeks with no adverse effects. Some people report grassy or other off flavors with longer dry hop time frames, which from what I've read, is the general theory to shorter dry hop schedules. Other people think there is no merit to those claims.

Experiment and have fun.

I don't know how many AG'a you've done. I'm reading this as the first AG recipe you've come up with but that you've done other AG recipes before. I'm still relatively new at this, but I find that anything over 10 lbs requires some advanced calculations. I.e, you need more water to mash and spare than you can fit in your carboy, so you have to calculate boil off/evaporation rate and increase the boil time to get in down to carboy size.

Which is harder for me than you'd think.

14 days too long to dry hop

Pliny the Elder is dryhopped for 12-14 days, albeit in three to four incremented stages. However, I dryhopped an IIPA before for 12 days in one stage with excellent results. No grassiness and you could smell the pleasant fruity, citrusy aromas from as far as 4 ft. away from the pint. Why not meet somewhere in the middle of 5-14 such as 8-10 days?

Agreed on checking your boil off volume. I personally dislike the Victory here. Would swap it with 2-row while lowering the OG a bit, and adding another late hop like Simcoe or Amarillo.
