Maybe someone with more experience then me can chime in, but I've had good luck using galaxy as a sub. However it was only one recipe I've tried it out in.
 
Yeah but galaxy is a little hard to find at the moment too. A few places stock this new mosaic hop which some say can sub for citra. I have a pound but have not used any yet so I can't say for sure.
 
I brewed a FW Wookie Jack clone as well using magnum to bitter, and Cascade and Summit for aroma/flavor. Not an exact duplicate, but gawd dam was it tasty! Try using that instead.
 
Hops direct sold 500lbs in 10 minutes with a 1lb per max per customer. There's some crazy demand on citra! Good luck finding it at a decent price.
 
austinhomebrew has citra in stock...i have the luxury of living in austin and saw rows and rows of citra in a box that just came in recently
