115v vs 230v for 12v power supply

It's your choice. It's truly AC/DC and works over a wide range of voltages in either case. When you said 'can be wired for 115v or 230v...' it brought back memories of the days when one had to move a jumper or throw a switch but this doesn't even require that. Just hook it up to whatever is convenient and it plays. Just make sure the ground terminal is connected to the chassis or the ground wire of the source and that L goes to hot and N to neutral if you are picking up from a 120V supply.
 
If you have no neutral in your panel then go with the 230V. Most switching power supplies will accept a pretty wide voltage range as the input.
 
I'll have both in my panel so it is really preference.
