When do you add yeast nutrient?

I would go with after the boil while the liquid is still warm, if all else fails read the instructions
I have used it in the past with weaker dry yeasts (muntons, coopers) but most of the time I just go with out
 
Follow the instructions. Usually added at the end of the boil.
Yeast nutrient is not usually need for brewing beer. It is however an important step in making mead and many wines.

No directions come with mine. just a white plastic bottle with a pop top.
 
Sounds like DAP... You can use that either boiled, or post boil. Most beer nutrients include instructions to add in either the last 10 or 15 minutes of the boil.

I typically use [Wyeast] beer nutrient in my beer, and DAP in my mead/other fermentations.
