counter pressure filler low carbonation

I have a counter pressure filler but it does not have a pressure release valve. It was professionally made but it needs the pressure released from the bottle stopper not a valve. My question in that i filled a case of cider from a keg and the carbonation was right in the keg but low in the bottle. do i need to overcarb in the keg to get this carbonation right in the bottle?
 
I use a Blichmann beer gun. I have gotten in the habit of doing what you've already suggested. A few days before I bottle, I bump up the pressure a couple of psi. The CO2 in the beer/cider will equalize with the head space, lowering your carb level in the liquid. Bumping it up, helps compensate for this.
 
I do the same as well. I usually carb a little higher than I want, some does get lost in the headspace in the bottle.
