Wyeast packaging question

In the Wyeast activator packs - is the yeast in the inner packet that you have to break open or is it the other stuff in the pack? The reason that I ask is that I received a pack of London Ale III in the mail today and I accidentally cut open the Wyeast pack as I cut open the insulated bubble pack thing that it was wrapped in. If the yeast is in the inner packet, I'll dig that out and use it to make a starter. If, however, the yeast is in the outer package, then I'm screwed - I've contaminated the yeast.

I don't know what it is with this particular yeast and me. This is the third time I've ordered it and had some sort of mishap with it. Perhaps I'm destined to never actually brew with it....
