Foam after Fermentation?

I've brewed my second batch ever, a witbier, and it has finished fermenting. The FG is exactly where it should be. However, there remains, after 2-3 weeks, a head of foam floating on top of the beer. I expected this to sink, or somehow disappear. Is this normal? Should I go ahead and transfer to a bottling bucket and bottle?
 
If your FG is where it is supposed to be and stable, I say go ahead and bottle. I have noticed when I brew wheat beers they tend to keep more CO2 in solution than my other ales. Wheat malt is high in proteins that create a nice head on the beer and that may be responsible as well.
 
This is normal, it will fall eventually. Although, being a wit you could probably bottle as long you are sure fermentation is over.
