Yeast starter: What's the largest volume you should start with?

If you are making a 2-liter starter, should you start with 1 liter and step it up? Or just boil enough water with enough DME to make 2 liters right off the bat? I'm curious because I keep reading volumes don't matter -- just as long as the starter is 1.040 or less.

Thoughts?
