I’m hoping to get a last minute critique on my PM bitter recipe. I should be brewing in a few hours. I’m looking for a good balance between slightly hoppy and malt flavor with a little toastiness out of the Victory. It should fall somewhere between special and extra special bitter depending on my efficiency. This will be my first attempt at a mash out and only my third PM/AG. Final seems a little high due to the yeast but I can live with that.
Here goes:

Batch Size: 5.00 gal
Boil Size: 6.00 gal
Estimated OG: 1.047 SG
Estimated FG: 1.015 SG
Estimated Color: 8.9 SRM
Estimated IBU: 31.9 IBU
Brew house Efficiency: 60.00 %
Boil Time: 60 Minutes

1.25 lb Extra Light Dry Extract (3.0 SRM) 13.51 %
7.00 lb Pale Malt, Marris Otter (3.0 SRM) 75.68 %
0.50 lb Caramel/Crystal Malt - 60L (60.0 SRM) 5.41 %

1.25 oz Goldings, East Kent [4.20 %] (60 min) (First Wort Hop) 21.6 IBU
0.50 oz UK Fuggles [4.40 %] (30 min) 6.3 IBU
0.50 oz UK Fuggles [4.40 %] (15 min) 4.1 IBU
0.75 oz Goldings, East Kent [5.00 %] (10 min) (Aroma Hop-Steep) -
1.00 tbsp PH 5.2 Stabilizer (Mash 60.0 min)
1 Pkg English Ale (White Labs #WLP002) 1qt starter

Mash Schedule: Single Infusion, Medium Body
Total Grain Weight: 8.00 lb
----------------------------
Single Infusion, Medium Body
Step Time Name Description Step Temp
60 min Mash In Add 2.50 gal of water at 169.6 F 154.0 F
10 min Mash Out Add 1.40 gal of water at 198.1 F 168.0 F

Sparge with 3.3 gallons of 168 F water.

Other than the high FG you've already considered, you might consider cutting the aroma add in half. Most bitters don't have any aroma addition, one of the main things that separates them from Pales.
