Ok i have my primary in my basement witch stays around 65 degrees. would this stay within the proper temperature range or should i do something else. Thank you

You are one of the lucky ones and should be thankful you have a cool and steady temp fermentation location! The beer will ferment a few degrees warmer than the ambient temp and as yoop point out most beer styles/yeast strains do best somewhere in the 60s so you should be good to go.

Of course, we're all assuming you're fermenting a "standard" ale. Lagers need to be much cooler. Some Belgians benefit from being even warmer.

As long as it's an ale, that's perfect. Just be sure that the basement is a reasonably steady 65F, and doesn't have large fluctuations in temp throughout the day.
