basic water treatment?

I can't get a water report, but I know my water is really hard, about 300+ , and
all other parameters a high, too.

what water treatment can I use, assuming I can't get a water report, to bring my water profile to an "average" profile?
 
You could dilute with distilled water, but without knowing the water profile before hand, it is going to be tough to get it into the range you want, especially since different beers like different water.
 
Best bet would be to have a Reverse Osmosis system and then build up the water from that base which is basically a clean slate with a properly maintained system.

I live in Israel where there is only one water supplier.
Where you find monopoly, you find bad customer service.
