Hi guys. Is this an infection? Should I bottle/rack this ASAP? It's not in the beer yet; looks like it started right under my airlock--come to think of it, I may not have sanitized airlock water--is this my punishment? It's my 3rd brew, a witbier, which I actually used only 4 gallons of water for a five gallon recipe (cuz I wanted to prevent blowoff and hey, the higher alcohol content won't hurt right?)...anyway I just don't know if I should drop everything and get my brew out of there. Thanks everyone.

Looks like dry yeast stuck to the inside of the neck
To me.
 
Looks fine..Looks like when you were pitching your yeast you got some on the top inside of the carboy. I did that once and that's what it looks like. RDWHAHB
