I have a 15 psi regulator that i think is having issues. I already replaced the tank. What happens is that after i light the burner, and start to turn it up, the flame increases to normal levels. It stays normal for a few seconds, and then the flame cuts back to just a light flame. If i turn the burner off, it will light with the big flame again and then cut back.

wondering if there is any way to fix the regulator or if its another issue all together?

It sounds like you are tripping the anti-surge valve in the tank connector. Post a picture of your tank, burner and regulator as you have it hooked up and we may be able to spot something. You can by replacement connectors that don't have the anti-surge device as a last resort.
