don't really understand your question...when you bring it in to get filled, they fill it, you pay...that's all i've worried about!
 
I understand the question. I believe you're asking this because when you buy a brand new propane tank and have it filled, they do some little purge test thing, mainly I think to purge air and moisture inside the tank.

I don't think they do that with CO2 maybe because its non-flammable?
 
They do not purge the tank. Unlike the propane example CO2 is not a gas in the tank but a liquid.
 
Propane is also a liquid when stored under pressure in a tank.

A good shop will pull a vacuum on a completely empty tank before filling it with gas (CO2, Ar, He, N2, etc).
