You would have to use high preasure steam, vapors off boiling water is just that "vapors".

But as orfy said, it just seems like a chore to me - you would have to do it upside down because once the "steam" turns back into a liquid, all your doing is sloshing the bacteria around the bottom and then you have too dump it out.

I just fill mine with water, add the sanitizer, slosh it around a bit, and let it sit until I'm just about ready then dump it and let it sit upside sown until ready to fill. You would have to hit every square inch of the fermenter with steam to sanitize it, not just "bit-and-pieces" of it and hope for the best.
