Counterflow chiller - Wort speed?

How fast should the wort go through the counter flow chiller? Should I just open up my valve all the way or should I have it barely open for a slow flow?

You want to run the water fast, and then the wort as fast as needs be in order to get the pitching temperature coming out. For me, I can run it almost wide open in the winter, when my tap water is 45 degrees, and then about 1/2 way in the summer when my tap water is 60 degrees.
 
Put thermometer in fermenter (or on hose end) and adjust your flow rate depending on that temperature.
It will depend on tap water temperature.
