Getting yeast to blow out of conical?

Anyone have any tips to get the yeast out of a conical fermenter easier? I have a 8 gal. conical and I opened the valve and nothing came out.... Should I restir the yeast to loosen the bed up? Or should I have drained off a little bit at a time each week. This beer has been fermenting for 3 weeks @58 Deg.
 
The yeast flocculates into a tight packing and the longer it sets the more solid it gets (to an extent). So the yeast probably needs a good stirring to pour out the drain.is the beer still in the conical? I would do it like a starter and decant, stir, pour. Drain off the beer, stir the sediment, wash it, then use the cleaned yeast
