3 position momentary Dpdt question

So, two things. Will a three position (middle position- off) dpdt momentary switch turn off if power is cut to the entire system?

Second, is there a nearly identical switch that when it springs back, the switch cuts off?
 
The first question is a bit of a trick. If it's momentary and you want the on state to stick, you'll have to make a "latch" circuit. If the switch were directly controlling power or signal to an SSR the middle position would literally be off, which is what your second question is.
 
So if I get it, the three positioned center off that springs back to center is only "momentarily" switched on while the user is holding the actuator in the on position. So if one wants to keep the circuit running after letting go the actuator, could the latch be made using a mechanical relay that turns on when a signal feeds the coil of the relay, and then have from the output of the relay a loop back to its own coil?
