Oak Chips bittering my beer?

I made an IPA with less than 1 ounce of medium toast oak chips. After 3 weeks in the bottle I can kinda taste a dry bitter flavor at the back of my tongue. Could it be the oak chips giving this unwanted bittering flavor?

That is Tannis/tannins the wood is full of them. Tannins are water soluble this is why I boil the chips for 10 minutes, strain out the water and then add those chips to the fermentor; when I use the kind of chips you did.
 
Will they go away with time? If so how long? I added about .75 oz. to a 5 gallon batch.
 
Tannins will fade with extensive aging. Is it also possible this beer is young? If so you may just be drinking green beer. I would let it age a few days and then try another one. If it is getting better then you will know it, if it gets worse then drink them up fast.
