Now I want to confirm. Can the dregs and muck at the bottom of my fermentor bucket be reused for its yeast if so what is the procedure?

+1 what Palefire said. I've used washed yeast for the last seven or eight batches of All Grain. I have about two dozen pints and half pints of various yeasts in the fridge.

It works for me, read the Yeast Washing thread, there's a lot of great information there. Good Luck.

I've washed some of the more expensive liquid yeasts per the thread here. I've also just dumped a new brew right on the trub of an IPA with safale 05 just because I wanted to see how it would turn out/ react.

No problems with either (yet). :p
