Adjusting hops

I'm brewing a recipe that calls for 1 oz of magnum hops and boil them for 60 minutes. If I do a partial boil, does it make sense to decrease the hops to around .5 oz?
 
I believe the more water in your boil, the greater the efficacy and utilization of the hops. So, for a smaller boil, you would actully require more (double?) hops to equal. But more importantly, does the recipe mention partial or full boil?

+1 on INCREASING hops for partial boil -- assuming that you will add water at the end to have the same final volume. Maybe not double -- I believe that a 2 gallon boil comes to about 75% of the hops utilization of a 5-gal boil. So, use ~1.3 oz. hops instead of 1 oz.
