do grains (crystal 40L) need to be milled prior to steeping?

Yes they do.....all grains need to be milled. You can also crush them with a rolling pin or something similar, but if you have access to a mill, use that.
 
i'm a pharmacist and have a few mortor and pestles laying around........figure that'll work pretty good.

Most suppliers have a mill at the store, or if you buy them online they will crush them for you.
 
Many time grains come milled, in that case they don't be (don't want to crush too much).
 
You can order them crushed for you. And I dont see how a mortor and pestles would work very well.
