I'm going to be useing a 1/4barrel sanke for my liquor tank, i drilled a hole & am using a weldless valve on it. Because of where the ribs are I had to drill it up quite a ways on the side so I won't be getting the total capasity of the 7.5 gallons. If I add a line off the inside of the valve using copper with maybe a 45 degree elbow pointing downward, will it act as a siphon & empty the tank lower than where the valve is located?
 
Yes, but you must have the outlet (on the outside of the kettle) lower than the pickup tube on the inside or it will suck air and lose the siphon. You can attach a short piece of tubing or whatever to the valve on the outside to give you enough drop. Normally, you would have some kind of tubing attached to the valve anyway, so it should not be a problem at all,.
