A question about co2 levels

The cafe work at just got it's liquor license and ordered a bunch of beer. The beer cooler has 5 5gal kegs with taps above. The beer is foaming up something awful. My question is this: how much co2 should we be using to serve? We've got a Left Hand Milk Stout and a Porter, Sierra Nevada IPA and Celebrations, and a Stone IPA.
 
There are lots of factors at work here.

Temperature of beer
How long beer has been on co2
How long beer has been refridgerated on co2
Temperature of fridge
Pressure of regulator
Length of beer lines
Inside diameter of beer lines
Material of beer lines
Height of tower
Whether tower is cooled
Height of faucets above tops of kegs
and probably some I've missed
 
If your lines aren't that long and it's much above 12-14PSI, It's probably too high.
