Did I make a starter wrong or does this beer not contain viable yeast?

I tried to make a starter from the sediment left in a Bud Light Golden Wheat bottle 3 days ago because it says it's unfiltered on the bottle. I boiled 12oz water with around 3 tablespoons of wheat LME and added .25oz hop pellets. I know I put way too many hops in there, they kinda fell out of the bag together. I poured it into a clean beer bottle and topped it with foil and there is no foam at all 3 days later. I'm guessing they kill the yeast or I did something wrong.

I'm guessing the beer was pasteurized, which may have killed the yeast. If they filtered a wheat beer, it would lose it's wheaty cloudiness!
 
The little book that came with my midwest kit said to add hops too. I just noticed in How To Brew that he doesn't add any.
