Beersmith Telling Me I Need 22 Packages! Can this be true?

Hey guys, I'm brewing a double IPA with an estimated OG of 1.078. I am going to ferment with Wyeast 1099. Beersmith is telling me that with a 1 liter starter I will only have 30 billion cells, but I need 317 billion so it will take 22 packages. Can this be right? What should I do? Thanks for the help
 
Did you accurately put in the manufacturing date? Also I greatly prefer using yeastcalc. Makes it much easier for steping up batches.
 
What size batch?

Sorry I didn't provide that info......it is a 6 gallon batch. I didnt order the yeast yet, so I dont know the date. I plan on getting it from midwest
