Irish Car Bomb Stout with Extract??

There are a couple ways.

1- Ask if someone on the post would be willing to translate for you.

2- Do it yourself. The rule of thumb is to proportion extract per grain. You cannot do this with specialty grains, so you'll need to have a partial mash.

1# grain= .75# LME (liquid)
1# grain= .67# DME (dry)

Ex 4#pale 2 row=3# pale LME
OR
6#pale 2 row=4# DME

example quantities changed for easier understanding.
 
Could you steep the grains for this:

0.50 lb Caramel/Crystal Malt - 40L (40.0 SRM) - 3.97 %
0.10 lb Black (Patent) Malt (500.0 SRM) - 0.79 %


or would a partial mash be needed?
 
That recipe should be mashed due to the flaked oats and Vienna and the pale.

As for your earlier question, you can buy an extract Irish stout kit and add vanilla and spices. I don't use either of these much, but possibly the best method would to create a 'potion': steep them both in vodka and add the vodka in secondary or at bottling.
