I have about 18 lbs of uncracked Moravian Pilsner malt in a 5 gallon pail with a screw on lid. This is pretty air tight. It has been stored for almost a year now. What are your thoughts on if this grain is still viable for brewing a Czeck Pils?

How long do you typically store grain before you won't use it any longer?

I've used uncrushed grains after a year of storage. Your best bet is to take out a few grains and give them a munch. If they taste at all stale I would get new malt.
 
As long as there is nothing crawling around in it take a bit and chew it, if it tastes stale don't use it, otherwise it should be good to go. I generally don't keep base grain around for a year or more so I can't answer the second question.
