I think it is a Politically Correct converter.
That is very similar to my design except I'm using electric on the stand and then filling the HLT with ice water to cool: https://www.homebrewtalk.com/showthread.php?t=39422

Looks good. You could fly sparge with that setup too, if you wanted. What are you using for moving hoses around? QD's? What kind?

do you all think that the water filter will be ok there.. there are metal shields around the burners, and will be almost a foot away.

Are you pumping hot water through the filter? You may want to check the filter to make sure it will work properly with near boiling water flowing through it.
I would be inclined to filter the water going into the HLT.
