chilling cider bright tank

I have a 600ljacketed bright tank which I need to chill to 1 to 5 degrees. I have looked at little super chiller but want something cheaper than 5 grand if possible. Thought about circulating brine or a glycol chiller if anyone can help me would be great. Or should I just use a cool room?
 
check out probrewer.com. why does it need to be chilled to 1-5 degrees? Since its jacketed go with the glycol chiller. I'm sure you could find a small one that can handle the 600l tank..
 
Yep I am talking Celsius. I am wondering when I keg from brite tank do I need to chill kegs first or fill to 10psi with co2 to prevent co2 loss when filling? This is filling kegs up right with a d- type attachment
