will 2 vials of yeast in a 1 L starter grow my cell count?

I wanted to make a big starter for my IPA, but I'm brewing tomorrow and I dont want to pour a 2 L starter in my wort.

Can I just use 2 vials and a 1 pint starter to get a few more healthy yeast, and also get them active?
 
You can, and it'll work, but since you're brewing tomorrow you won't have as big a starter as you could have had if you'd started it a few days ago. Personally, if I'm using a neutral yeast I'd just use a few packets of dry yeast instead. $6 for three packets is better than $12 of liquid yeast.
 
One vial in a 1L starter should be enough, but since you posted this at 1am, I suppose today is tomorrow already. If you pitch two vials, there's no reason to make a last minute starter.
