What type of yeast could handle this bill?
 
2 lb caramel, 1 lb cara pils and 1 lb oats? That's gonna give you a sweet high fg beer. Why a protein rest? Nothing in your grain bill looks like it will have trouble modifying..
 
1st, you don't have nearly the hops bill needed to balance that malt bill...if you're gonna go imperial ya gotta step it up!!! Where are the American bittering hops? Crystal, Hallertauer, Pearle, Centennial??? Go high alpha baby...Warrior, Summit, Chinook :D

You could cut the crystal in half though not so concerned about the dextrine and the oats. How about using Maris for all the base and losing the crystal or even up the 2-row and Maris and halve the crystal?

WLP001, Wyeast 1056 (same chico strain), or better yet a big fat starter of Pac Man would be awesome :rockin:

you need way more late hops if you want to call this imperial. the majority of your hops are bittering focuses and you have pretty limited flavor/aroma adds (no dry hop!?). you're over-complicating your bittering adds. theres no point to having a 120, 90, and 60min add, I'd just choose one. If you really want to use delta & crystal for your late adds, you're going to need to step those up alot since they're pretty weak and will be buried beneath all that malt.
Also, personally I'd ditch the carapils. you already have 1.5lbs crystal, so I dont see the carapils adding much to that.
Oh, and why the rice hulls?
