Seeing as I don't have a bottle drying rack how can I make sure that the bottles are completely dry (if they need to be) ?

What are you using to sanitize? If its a no rinse like Star San there is no need to dry. Dump them out and fill with beer, cap, repeat.

What he said ^^^
But maybe try the oven tek for sanitizing . If your really concerned about them being dry well... they'll definitely be dry after baking in the oven!!

I use Iodophor, an no rinse iodine solution to sanitize. If you use something like that or star san, they are no rinse and its ok if there are a few drops still on the bottle. Just get dump as much out as you can then fill em up!

With Iodophor or Star San, not only is it OK if they're still wet w/ sanitizer, it's required for the bottles to stay sanitized!
