I have half a pound of Lactose left over from an old brew. I want to make a stout this weekend that calls for 1lb of Lactose to be added during the last 15 min of the boil. If i were to add the 1/2 lb during bottling would i get more bang for my buck?

No. It doesn't matter when you add it- it'll taste the same.
