I have a Saison which has finished fermenting. I'd like to add Wyeast 5112 Brettanomyces Bruxellensis. The package says to add to add to 'unfermented or partiallly fermented beer' My Saison is done fermenting, I used Wy3711 and the FG is 1.015. Can I pitch the brett now? Wondering why it says add to 'unfermented or partiallly fermented beer'.

I've never had 3711 finish that high, more like the 1.004-6 range. It sounds like it's not done fermenting, so you should be fine adding the Brett.

Why does brett need to be pitched into actively fermenting beer?

I don't think it needs to be actively fermenting, I think the 'partially-fermented' bit is just to make sure the Brett have some sugars to chew on.
