I bought an xmas spiced ale kit and am not sure how long to leave it in the primary fermentor before bottling. 3 weeks? 4 weeks? Do I need any time in a secondary fermentor?

Unless your OG is over 1.080, it should be done fermenting at 2 weeks. Let the yeast clean up a few days longer and you're good to package.
