Please let me know if this looks right and any suggestions
 
Looks ok overall. I'm assuming that's an ounce for each of the hops you mention. If so, this will be really hoppy for a brown ale.

Also, you mention crystal, which one, ie, what lovibond level do you mean?
 
9.0 # British 2 Row
1.0 # Victory Victory malt is a bit nutty/bready. I used 0.5 lb in my English Brown and it was perfect. Up to you.
1.0 # Crystal
.5 # special roast (WAY TOO MUCH!!!!) This is a strong malt, I would use less than 1/5 lb in a 5 gal batch!
.5 # caramel
.5 # chocolate (Too Much unless you like a little roasty taste in your brown ale. For more of a Newcastle like taste use about 1/4 lb)

4.75 gal at 152 for 60 mins ( Would mash at 154-155F to give you a someone sweeter beer like a real English Brown)
2.5 gal sparge at 168

Pheonix 15 mins
Warflauc 15 mins What is total IBU's with your hop additions? I would shoot for 18-20 IBU. English Browns aren't bitter.

The hop addition levels was .75 oz for the Goldings at 60, .5 oz of the Fuggle at 30, and .5 oz of the Pheonix at 15....Crystal is 60

Did you run that through a calculator to come up with total hop bitterness IBU contribution?
 
Yeah the IBU is around 27.25 for average alpha range, 40.52 on the high end of the range, and 20.21 for the low side. So as it looks it won't be too bitter at all
