Using oak barrels

I'm new to brewing beer but I am just curious about ageing beer in a barrel. What stage are you suppose to put the beer in the barrel?

Most brewers would recommend using oak chips first. Fairly inexpensive and you get very similar results.

During fermentation?

Typically it would be used after primary fermentation is done. You would rack it to the oak barrel for aging/conditioning.

And when would you use the oak chips? Same time?
