A kit I recently brewed contained a small amount of wheat malt in the grain bill of a stout. What purpose would thie be for in an Oatmeal Stout?

Wheat malt is normally added to give some extra protein for better head and head retention. It's not really necessary in a recipe with oats but it certainly doesn't hurt.

Bradsul is dead on. It is to aid in head retention. I prefer to use cara-pils (2%-5%) to aid in head retention in styles that do not normally call for wheat to be included, but it certainly would not hurt if you chose to use wheat.
