No head after three weeks

Vanilla oatmeal stout. Primary one week. Secondary one week. 4 oz of priming sugar in 3.5 gallons of beer. Plenty of sugar an FG was 1.018. Slight carb in beer but zero head retention. What gives?
 
That's gotta be the fastest "grain to glass" stout I've ever read about.

How long has the stout been carbing? One week?

I just tried my stout; 3 weeks primary and 3 weeks bottle conditioned. The carbonation and lacing was okay, but the head dwindled quickly. Hopefully it will mature in a few weeks. In the meantime I should probably wash my glasses.

EDIT: I just tried another (tried and true) beer in this glass and its head dwindled as well. Time to clean my glassware!
 
Popped a top last night and is finally acquiring the foam i was hoping for. Took a full month. But im married too and head is definitely not my problem.
