I am making raspberry apple cider. I am 16 days into fermentation and It has something on it. I don't know if it's just yeast that got to the top and died or if it's something else.

Hard to tell from the pics, but it looks like bubbles, should be fine.

If it starts to form a skin like film on the surface, then you may have an infection.
 
Looks like you had a little krausen form and it left behind yeast on the side of the carboy. I think you are still good to go.
