a lot of extract kits that have specialty grains call for them to steep for 20 min usually. what happens if you steep them longer??
 
you'll probably get more flavor and color out of them.

Oh, and AFAIK: most people actually DO steep them longer than 20 minutes.

Yep; that's what happens. Nothing bad. It's a law of diminishing returns though, and if you really want more flavor and color, you would do better adding more of the grain in the first place.
