I Have a light ale it has been in the carboy for a full 2 weeks. I checked the gravity Thursday morning and it's now saturday night 3 days later and the reading is the same but the airlock is still bubbling.... Is it safe to bottle or should I wait it out?
 
I have it in a fridge with a temp controller set to 69 degrees.

That's still totally meaningless without knowing the FG, but it's surprising that it'd be bubbling without a temperature change, or a change in barometric pressure.

One time, we had a storm coming in and all of my airlocks (wines that were aging for 1+ year!) starting bubbling like crazy. It was weird!
