I just finished my first PM, a West Coast Pale Ale PM kit from AHS. I think I got really crappy efficiency out of the 3 lbs of grain it came with because I was supposed to finish with a SG of 1.05 and finished with 1.04 instead. What kind of difference will this make to the finished beer?

It won't be much different. Pales are in the 1.040-1.055 range and 20-40 IBU, so unless the recipe targeted the very top of the IBU range, it should be fine. Very few people can tell the difference between 20 & 30 IBU.

Thanks that makes me feel better. When I checked IBU on some online IBU calculators I was coming up with ~65 which I think would be way too bitter for an APA
